What should I put in it?

People and product names, acronyms and jargon that are often misheard or mistranslated.

Is it applied automatically?

Dictionary entries serve as hot words in transcription. In alignment requests, the API applies dictionaries only when text_normalization sets apply_dictionary to true.

Does it affect translation?

Yes. Dictionary translations can be switched on for the translation prompt.
